Implementation of a Groundwater Information System for DONREs of the Mekong Delta Provinces in Vietnam - Case Study Ca Mau

The Departments of Natural Resources and Environment (DONRE)in the Mekong Delta are facing multiple challenges in fulfilling its regulatory roles for groundwater management effectively. The groundwater licensing process is still largely paper-based and licensing dossiers and corresponding data are stored in traditional analog formats, often in different locations. Groundwater monitoring data is also often only available in paper form, and a systematic review and collation of information on status and trends is not yet common. A support package for digital transformation of DONRE operations in the area of groundwater management was hence deployed, with the purpose to:
- develop and pilot a digital Groundwater Information System for DONREs (GISD),
- digitize license dossiers and populate the GISD for Ca Mau with up-to-date information, including data from a comprehensive well survey,
- strengthen groundwater management capacities of DONRE via the adoption of digital workflows,
- replicate the approach in further DONREs of the Mekong Delta.
Technical Note TN-IV-11 provides an overview of the overall support process for the GISD with focus on the Ca Mau Pilot.
