The Departments of Natural Resources and Environment in the Mekong Delta are currently facing many challenges in state management of groundwater resources. One of the current difficulties is that the licensing process is still largely paper-based. License dossiers and data on groundwater exploitation and monitoring are still commonly stored in hard copy, making it difficult to look up, review and compare information on the current status of water resources exploitation and use.<\/span><\/p>\n

In order to support the DONRE in systematic management of water resources data, especially the licensing of groundwater exploitation and use; in consistency with the Government’s policy of promoting digital transformation and the natural resources and environment sector in public administration, in December 2018, the Project Improvement of Groundwater Protection in Vietnam (IGPVN) in collaboration with the National Center for Water Resources Planning and Investigation (NAWAPI) successfully piloted the software \u201cGroundwater Information System for Ca Mau DONRE\u201d (GISD version 1.0). Since the end of 2020, the GISD software has been integrated with all groundwater use licensing data and upgraded and developed some functions according to the needs of the Bac Lieu DONRE (version 2.0).<\/span><\/p>\n

On July 19 and 20, 2022, the IGPVN Project collaborated with Bac Lieu DONRE to organize a training course on transferring GISD software along with a licensing database to the DONRE. The training session aimed to introduce, instruct on the use, operation and handover of the GISD System version 2.0 to Bac Lieu DONRE. It is expected that after the training course, some following specific results will be achieved: 1) The trainees know how to encode the information according to the template and enter the data into the software, edit and extract the data from the software serving professional tasks, making reports\u2026; 2) Installing the GISD software and the database for the licensing of groundwater exploitation into the DONRE\u2019s internal management network; 3) The trainees know how to handle common technical errors and troubles during operation and use of the software.<\/span><\/p>\n

During the training, the project expert also gave detailed answers to the trainees on some issues related to system administration; insert information; update data and compile reports; export reports and extract information from the database.<\/span><\/p>\n

The training session took place with great success with the participation of more than 10 officers from the Department of Natural Resources, Climate Change and Islands, Center for Natural Resources and Environment Monitoring, Center for Natural Resources and Environment Information Technology. At the end of the training session, the staff and participants understood the basic knowledge on the features and utilities of GISD software, initially grasp and be able to manipulate and apply the software in performing the management of groundwater licensing as well as other professional tasks.<\/span><\/p>\n
